County Juvenile Justice Council Call to orderChair Plyer, Called the meeting to order at 9:20 a.m., Registrar Corry called the roll, a quorum was present. Public commentChair Plyer invited public comment by any persons present, none was expressed at the time. The meeting roster of active members was as follows: ACTIVE VOTING MEMBERS NAME AFFILIATION Cathy Corry Justice4Kids.org Brian Pitts Justice-2-Jesus Dave Plyer Citizen Matt Sullivan Business Virginia Holmes Christian Living Facilities Dorothy Koonce Other attendees were as follows: OTHER ATTENDEES NAME AFFILIATION Calvester Anderson Justice-2-Jesus Approval of the minutes:Chair Plyer called for the council members to approve the minutes of the general council meeting of 10/25/2007, there being no objection as to the reading being waived, there being no comments or corrections as to the content, said minutes were moved by the chair for adoption and were approved unanimously by all council members present. Reports: Chair Plyer called for reports by the members at large. Registrar Corry declared upon a thorough public records search she discovered the chair Calvin Harris of the 6th Circuit Juvenile Justice Board manipulated and fabricated public record of the boards deliberations and final determination of July 16, 2007. Page 1 of 3 In the duration and minutes of the 7/16/2007 meeting the board unanimously agreed that the proposal of bylaws to eliminate member term limits and enlarge board membership be in accordance with an inquiry to and determination from DJJ. On July 19, 2007 chair Harris informed via letter to the DJJ deputy secretary Davison that the board had unanimously approved the bylaws for revision of no term limits as to members and to increase it’s membership by four. This was and is in complete contradiction of the board’s 7/16/2007 determination. A copy of the documents being the minutes and letter of chair Harris supporting this report are submitted in the record by Registrar Corry. _____________________________________ Chair Plyer declared on 10/30/2007 a email of the council’s recommendations for changes in DJJ, approved by the council on 10/25/2007, were emailed to the Blueprint Commission. The email is submitted for the record. On 12/7/2007 the governor’s Inspector General responded by email through a one Dawn E. Case as still investigating DJJ’s 2007-08 grant review process for F.S. 985.664 violations as requested by the council this 8/27/2007. On 12/14/2007 the office of the Attorney General replied as to the council’s request on 11/5/2007 of it’s authority under the F.S. 985.664 to appoint members to the Circuit Juvenile Justice Board was exclusive or not which was addressed by Assistant Attorney General, Lagran Saunders. A copy of the request and reply is submitted for the record. During the period from 10/30/2007-12/11/2007 the chair discovered that and contacted DJJ concerning their 2008-9 grants review process which violates Florida law s. 985.676 via emails to the grants manager, Maury Kolchakian. A copy of the exchange of emails between the chair and grants manager is submitted for the record. On 12/19/2007 the chair informed DJJ that their reference supplement fails to provide the sufficient zip codes for the 70% statement as required for the grant application process and to correct it accordingly with the details used in constructing Pinellas county. The next general council meeting shall be at 7 p.m. 1/24/2008 at the Seminole Community Library. A copy of this report is submitted for the record by Dave Plyer, Chair Old business: The council was addressed by chair Plyer to adopt and approve the date change and format revisions to the three year strategic plan 2007-8 to 2010-11, registrar Corry moved for approval, vice-chair Sullivan seconded the motion. There being no objection, there being also no discussion, the chair called to vote by members who unanimously agreed, said revised plan was adopted. New business: Council members present pronounced no new business at the time. Page 2 of 3 Discussion: The jurisdiction and responsibilities of the council was reviewed and consulted as to F.S. 985.664 distinguishing between delinquency (DJJ and the council) and dependency (DCF) circumstances. The duty and importance of pursuing the integrity of the grant review process. The duty and importance of pursuing the integrity of and ensuring implementation of the law among the 6th Circuit Juvenile Justice Board. Council member announcements: Council members Virginia Holmes and Dorothy Koonce expressed their concern in how to learn the process of the council’s authority and duties and needing to be cautious. Council member Pitts expressed how funding to the council may be provided by DJJ, DFS, the Legislature and/or under the volunteer statute to be brought at the forthcoming executive committee meeting 1/14/2008. Also, he spoke about the possibility of pursuing an innovation zone project through the secretary of DJJ, F.S. 985.668. Lastly, he expressed the injustice of the JWB and Blueprint Commission in giving the people a false impression that they were accomplishing the goodwill of our youth and that the Juvenile Justice Boards and Councils should be at odds with them. Council member Corry expressed and brought forth an article from the St. Petersburg Times dated 12/24/2007 [Give our children a brighter future] under the opinion section Your Letters printed by Tim Niermann of the 6th Circuit, DJJ inviting the public to join and volunteer in the local Juvenile Justice County Council or help in some way change a life of our youth, even contacting him. Also, she spoke about an incident on the same article page where a youth was arrested for bringing a steak knife to school under the zero tolerance policy, which proved to be foolish and futile in light of the pending circumstances written by David Bjelland of Clearwater [Common sense is lost, St. Petersburg Times, 12/24/07.]. Public comment: Chair Plyer, again, invited public comment by any persons present. Attendee Calvester Anderson expressed how in a recent trip to Tallahassee while during a legislative meeting she was shocked to hear of a proposal for 19 new prisons designed evidently for our children, but most certainly, to make money, especially, in the private business market and that the council should let the people know what is really going on and not be so tied up in the internal battles with the 6th Circuit Board and DJJ personnel. Another person spoke on the country and state needing to return back to God before trying to make laws and things to solve the problems of our juveniles, as the Devil has in place already, people and circumstances to thwart these well intended solutions of the council and those of the like because there is no adhere to God’s way of doing things.
