Call to Order

Chair Dave Plyer called the special meeting to order at 7:30 p.m. Roll call was taken. A quorum was present.

In the absence of a Secretary, meeting minutes were taken by Membership Registrar Cathy Corry.

Public Comment

There was no response to a call for public comment.

Approval of Minutes

Reading of the February 22, 2007 meeting minutes was waived, without objection. Meeting minutes were approved as submitted.

Report from the Chair

Chair announced next Council meeting is scheduled for Thursday, April 26, 2007 at 7:00 p.m. at Seminole Community Library.

Chair Dave Plyer provided an overview of the current DJJ grant review process and said that Dave Plyer, Matt Sullivan and Cathy Corry had participated in the grant review training and the review of the grant applications.

New Business

> Approve Grant Applications

Cathy Corry moved that the Council approve the DJJ grant applications for Pinellas County in the following ranking order, as recommended by the grant reviewers:

#1 YMCA OF Greater St. Petersburg, Youth Outloud
#2 Boley Centers, Inc. – Reconnecting Youth
#3 Juvenile Services Program, Inc. – Choices: A Chance to Change
#4 Pinellas County Police Athletic League – PAL Prevention Program

Terry Richards seconded the motion. After discussion, the motion passed unanimously.

Council Member Announcements

Denis Segall related concerns about a youth who ran away from a program and has an upcoming hearing in Miami. He also said he met members of the ACLU in Orlando.

Terry Richards shared concerns about the impact of juvenile records on adult criminal score sheets. She also described an MTV show, JUVEES, which describes methods in other states for processing kids in the juvenile system.

Bruce Wright explained how a new law that is criminalizing sleeping on the street could impact juveniles, especially aging-out foster kids.

Bonnie McClelland announced that April 25th is the Suicide Prevention Walk & Rally in Tallahassee.

Greg Pound shared information and concerns about child welfare including a short video presentation.
