October 12, 2006 Calvin Harris It is the unanimous decision of the Pinellas County Juvenile Justice Council (Council) that you, Calvin Harris, Chair of the Circuit 6 Juvenile Justice Board (Board), owe the Council an apology for your unprofessional behavior towards the Council at the September 18, 2006 meeting of the Board. First, in your position as Board Chair, you denied this Council's representative his right to speak on an item of business before the Board when you announced, "I'm not listening to no two pages of changes…I'm not going to play your little word smithing games!" Next, you condoned Board Vice Chair Paul McClintock's defamatory remark about a member of the Pinellas County Juvenile Justice Council—a youth neither of you have met. McClintock read aloud this Council member's email address and pronounced to the Board, "…sounds like a…school-shooter type of person..." Then, when a member of the public—a schoolteacher observing the Board meeting—spoke out of turn, you snapped, "And you Shut up!" Finally, there is the roll call vote on your proposal to "create an advisory council to give us advice [because the Pinellas Juvenile Justice Council is made up of parents and youth and not professionals who are 'engaged with kids']." During the vote, Tim Niermann, 6th Circuit Chief Juvenile Probation Officer, asked Bob Gardner, representing the Public Defender, if he was "designated [to vote for the Public Defender]." You answered for Gardner, "Yes, he's designated!" You then accepted his vote. Article II (A) (4) of the Board's bylaws reads, "The State Attorney, Public Defender and Chief Judge shall appoint the permanent designee(s) in writing who shall have all power and voting authority." In fact, there was no designee letter. The letter was written four days after the vote. You knowingly gave the board false information to get added support for the motion. Based on your unacceptable behavior as Chair of the Circuit 6 Juvenile Justice Board towards the Pinellas County Juvenile Justice Council and its representative, the Council expects your apology in reply to this email prior to the Council meeting on October 26, 2006.
