Call to
Order
- Chair Dave Plyer
called the meeting to order at 6:37 p.m. Roll call was taken. A
quorum was present.
- In the absence of the
Secretary, meeting notes were taken by Council Member Bruce Wright.

Approval of
Minutes: Council Meeting of September 28, 2006
The Chair
stated that if there was no objection, the reading of the minutes of the Council
meeting of 09/28/06 would be waived. There was no objection. There was no
discussion. The minutes were adopted as submitted.
Distribution
of Amended Bylaws
Membership
Registrar Cathy Corry distributed a copy of the amended bylaws, as adopted by
the Council at its meeting of September 28, 2006.
Report from
the Chair
-
Chair reviewed a letter from the Council
to Calvin Harris, Chair, Circuit 6 Juvenile Justice Board. The letter
asked for an apology from Harris for his public disrespect toward the
Pinellas County Juvenile Justice Council’s representative to the C6JJB, to a
member of the PCJJC and to a member of the public. Harris has not replied.
The Chair submitted a copy of the letter
for the record.

Chair reviewed the appearance by council members and members of the
community at the Pinellas County School Board meeting on Tuesday October 24,
2006. A copy of the presentations by the
Chair and
Council Member Corry were submitted for the record. The event
was reported on WMNF radio.

Interview scheduled for Tuesday 10/31/06 with Council Chair on “The Criminal
Justice Forum" (1340 AM).
-
Next Council Meeting: Tuesday, Nov. 21st due to Thanksgiving
holiday.
New Business
Appointments
to the Circuit 6 Juvenile Justice Board (C6JJB)
The Nomination
Committee produced a slate of six candidates for appointment to the C6JJB. There
were no nominations from the floor. Member Cathy Corry moved that the Council
vote on the slate as presented. Council Member Dennis Segall seconded the
motion. The six candidates were approved, unanimously, by voice vote. The new
members of the C6JJB appointed by the Council are:

Susan Biszewski-Eber (Juvenile justice provider)

Dwight Chimurenga Waller (Community advocate)

Jim Coats (Law enforcement)

Greg Pound (Parent Advocate),

Norm Roche (Business community)

Bruce Wright (Faith community)
A letter and email will be
sent to notify new board members as well as the outgoing board members.
Announcements
-
Council Member Terry Richards reported concerns about the behavior of some
Council Members during Council meetings. The Council Chair said it is the
Chair’s responsibility to maintain order.

Council Member Dennis
Segall spoke regarding Circuit Six Juvenile Justice Board's inappropriate
behavior in relation to Council Chair and Council members. (See Report from
the Chair).

Council Member Bonnie McClelland announced the Symposium on Suicide
Prevention on December 5th and 6th at the Clearwater Beach Hilton. Details
will be sent to the acting secretary.

Department of Juvenile Justice observer Tim Niermann described day treatment
alternative to boot camp held on Saturdays and Sundays. It is a voluntary
prevention program for youth ages 11-18.

Council Member Cathy Corry reported on a recent article on "shackling of
minors" in court. Corry distributed a copy of the article to those in
attendance.

Council Member Corry suggested that council look at its progress on the 3
year strategic plan.
