 Call to Order

Chair Dave Plyer called the meeting to order at 6:35 p.m.  Roll call was taken.  A quorum was present.

In the absence of the Secretary, meeting minutes were taken by Cathy Corry.

Comments from the public were heard.

Approval of Minutes

Reading of the August 24, 2006 meeting minutes was waived, without objection.  Meeting minutes were approved as submitted.

Report from the Chair

The report from Chair Dave Plyer was received and placed on file.  Chair announced next Council meeting is scheduled for Thursday, October 26, 2006 at 6:30 p.m. at Seminole Community Library.  Election of six (6) Circuit 6 Juvenile Justice Board members will take place at the October Council meeting.  The current slate of board member nominees is Susan Biszewski-Eber, Jim Coats, Diana Matthews, Greg Pound, Norman Roche, Dwight ‘Chimurenga’ Waller and Bruce Wright.

New Business

> Proposed Bylaws Amendments:

Proposed amendments to the Council Bylaws were previously distributed to all Council members at the August Council meeting and via email, fulfilling the required written twenty-one (21) calendar day notice.  Cathy Corry moved to adopt the proposed Bylaws amendments.  Bruce Wright seconded the motion.  After brief discussion, the motion passed unanimously.

> Council Officer Elections:

The following Council officers were elected, without opposition, to serve a one year term:

  Chair – Dave Plyer
  Vice Chair – Matt Sullivan
  Secretary – Debby Bolen
  Membership Registrar – Cathy Corry

> Resolution to approve 2005-06 Annual Report:

The Council portion of the Circuit Annual Report was approved without objection and will be submitted to DJJ.

>October 24th School Board Meeting:

Bruce Wright moved that the Council issue a press release for witness testimony of school-related arrests at the October 24th School Board meeting.  Ryis Stearns seconded the motion.  Bruce Wright said he will prepare draft press release and flier by Wednesday, October 4th.  Council Chair Dave Plyer will submit request to the school board to be a registered speaker.  There was discussion among Council members and the public regarding the specific issues to be addressed to the School Board.  The motion passed unanimously. 

>Juvenile Restraints in Courtrooms:

There was discussion about recent media reports of several public defenders in the state voicing opposition to the continued use of mechanical restraints on youth in juvenile court proceedings. Matt Sullivan moved that the presence at the October 24th school board meeting be a theatrical presence regarding restraints of juveniles.  Bruce Wright seconded the motion. After discussion, the motion passed unanimously.

Council Member Announcements

Denis Segall said he would prefer that PUBLIC COMMENT be at the end of the Council meeting agenda.

Bruce Wright moved that the Council request a letter of apology from the Circuit 6 Juvenile Justice Board for disparaging remarks and mischaracterization of the Council during the September 18th Board meeting.  Ryis Stearns seconded the motion.  The main issues of concern were that Board Chair Calvin Harris told Dennis Segall to ‘shut up’; that Harris did not permit Dave Plyer to submit corrections to meeting minutes and was disrespectful to Dave Plyer; that Harris stated Bob Gardner was the designated Public Defender representative and permitted Gardner to vote, although there was no such designee appointment; that Board Vice Chair Paul McClintock, after reading a Council member’s email address, said the Council member might be a school-shooter type of person. After brief discussion, the motion passed unanimously.

 Bonnie McClelland announced that a symposium on suicide prevention is scheduled December 5th and 6th at the Clearwater Beach Hilton.  At the October Council meeting, Bonnie will provide further details of the symposium, including registration information.
