Call to Order

Chair Dave Plyer called the meeting to order at 6:47 p.m. A quorum was present.

In the absence of the Secretary, Chair Dave Plyer requested that meeting minutes be taken by Cathy Corry. There was no objection.

Approval of Minutes

Reading of meeting minutes was waived, without objection. The following Council meeting minutes were separately approved as submitted: April 27, 2006; May 25, 2006; June 22, 2006; July 27, 2006.

Report from the Chair

The report from Chair Dave Plyer was received and placed on file. Chair noted that Matt Sullivan resigned as Chair of the Nomination Committee, and that the Executive Committee will assume the duties of the Nomination Committee. Chair announced next Council meeting is scheduled for Thursday, September 28, 2006 at 6:30 p.m. at Seminole Community Library.

New Business

> Proposed Bylaws Amendments: Cathy Corry provided notice to amend the Council Bylaws, distributing copies of the proposed amendments to all Council members and meeting attendees. This notice fulfills the required written twenty-one (21) calendar day notice to members, so that the proposed amendments can be considered for adoption at the next Council meeting scheduled for September 28, 2006.

> 2007 Council Calendar: A proposed annual meeting calendar for 2007, developed by the Executive Committee, was distributed again for review to Council members. Cathy Corry moved to accept the calendar. Matt Sullivan seconded the motion. After discussion, Matt Sullivan moved to amend the motion to include two (2) daytime meetings instead of four (4). Cathy Corry seconded the motion. After further discussion, including that the two morning meetings will be in July and December, the motion passed by majority vote.

Chair Dave Plyer asked if there was any objection to scheduling all 2007 Council meetings at the Seminole Community Library, if available. There was no objection.

> DUI arrest-Pinellas JDC Superintendent Uliasz: Cathy Corry moved that the Chair submit a letter to DJJ advising that Pinellas JDC Superintendent James Uliasz be placed on administrative leave or reassigned to a non-youth contact position, pending the disposition of his DUI arrest one month ago, on July 25, 2006. The motion was simultaneously seconded by Matt Sullivan and Bruce Wright. After discussion, the motion passed unanimously.

Council Member Announcements

Bruce Wright stated that he would like press coverage regarding the position of the Council about Pinellas JDC Superintendent James Uliasz’s employment status.

Denis Segall questioned whether any form of independent oversight has yet been established over DJJ.

Cathy Corry expressed concern about James Uliasz’ character and noted that, according to the ALL PRO DAD website, James Uliasz is a Team Captain for the Pinellas Juvenile Detention Center for ‘Teaching young men how to be great future fathers.’ Cathy Corry wants the Council to consider a protest if DJJ does not act upon the advice of this Council regarding leave or reassignment of Uliasz. Bruce Wright volunteered to plan a future protest if the Council decided to proceed.
